The public comment period closes May 30, 2014.

The Texas Commission on Environmental Quality (TCEQ) is providing an opportunity for written and oral public comments on the Texas Emissions Reduction Plan (TERP) Diesel Emissions Reduction Incentive Program (DERI program) entitled Texas Emissions Reduction Plan: Guidelines for Emissions Reduction Incentive Grants (ERIG) (RG-388) and the new Drayage Truck Incentive Program (DTIP) Guidelines (RG-524).

The DERI program guidelines have been revised to include statutory changes from Senate Bill (SB) 1727 enacted by the 83rd Texas Legislature, 2013, Regular Session.

The DTIP guidelines implement the new Drayage Truck Incentive Program (DTIP) established by SB 1727 to provide grants for replacement of drayage trucks operating at seaports and rail yards located in the state’s nonattainment areas. The DTIP is codified in Texas Health and Safety Code, Chapter 386, Subchapter D-1.

Assurance of Supply: A Top Concern for Manufacturers

Every manufacturer has an assurance of supply problem to some extent due to the complexity of global sourcing. For years, manufacturers were blessed with high margins but margins have grown paper thin. You can’t fill up your distribution centers with excess inventory – not only is there a cost factor but the pace of business and consumer buying trends causes goods to quickly turn obsolete. Assurance of supply provides the speed and agility that is essential to being able to compete in today’s market.
