The Customs and Border Protection agency will begin enforcing electronic advance reporting rules for inbound trucks at the busiest border crossings in New York, Michigan, Washington, and the Southwest beginning November 15, reports the
Journal of Commerce. Among the 40 border stations slated for enforcement are Detroit and Port Huron, Mich.; Buffalo, Blaine, Wash., Otay Mesa, Calif., Laredo and El Paso, Texas, and Nogales, Ariz.
The reporting rules, ordered by Congress in the Trade Act of 2002 and finalized by Customs in December, 2003, are being phased in much in the same way as air-cargo reporting.
Under the Trade Act, carriers in all modes must report critical cargo data before arriving at a U.S. port. The rules require truckers to report data either one hour or 30 minutes before arrival, depending on the electronic data interface they are using.
