According to the EU's top trade chief, Peter Mandelson, the plan would reduce the highest farm tariffs imposed by developed countries by 60 percent and cap tariffs at 100 percent.
The U.S., however, has proposed a 90 percent cut in the highest tariffs and a tariff cap of 75 percent.
The EU says such levels are "implausible" and says its concessions represent "Europe's bottom line."
